Meet Our Officers

PRESIDENT
D. CARL JACKSON DDS
D. Carl Jackson DDS is a private practice oral and maxillofacial surgeon in Nashville, Tennessee. He is a Fellow of the American Association of Oral and Maxillofacial Surgeons and an active member of the Tennessee Society of Oral and Maxillofacial Surgeons and the National Dental Association. Dr. Jackson is committed to advancing leadership, professional advocacy, and mentorship within the specialty. In addition to his clinical practice, he volunteers at Meharry Medical College School of Dentistry and remains dedicated to strengthening the future of oral and maxillofacial surgery through service and collaboration.

PRESIDENT ELECT
DR. KENNETH R. COLLINS II
Dr. Kenneth R. Collins II is an oral and maxillofacial surgeon based in Fayetteville, Georgia, where he has served the community for over 20 years. A native of Pine Bluff, Arkansas, he earned his B.S. in Chemistry from Jackson State University and his Doctor of Dental Surgery degree with honors from Meharry Medical College, followed by his residency at Howard University Hospital. Dr. Collins is dedicated to clinical excellence, patient-centered care, and advancing the specialty through leadership and service. As President-Elect of NSOMS, he supports the organization’s mission to strengthen advocacy, mentorship, and collaboration, and looks forward to contributing to its continued growth and impact.

VICE PRESIDENT
DR. CECILIA BROWN
Dr. Cecilia Brown is an accomplished oral and maxillofacial surgeon and Captain in the U.S. Navy, currently serving in Jacksonville, FL. She made history as the first African American female to complete a U.S. Navy Oral and Maxillofacial Surgery residency. With a strong foundation in clinical excellence and leadership, Dr. Brown supports NSOMS in advancing advocacy, mentorship, and professional growth within the specialty.

TREASURER
LEROY LOVING DDS, MD
Dr. Leroy Loving is a private practice oral and maxillofacial surgeon in Decatur, Georgia, serving the greater Atlanta area. He is board certified in Oral and Maxillofacial Surgery and earned his MD degree from Howard University following his training at the University of Alabama at Birmingham. Dr. Loving has long been recognized as a respected leader within the specialty and remains committed to advancing professional excellence and mentorship. He is an active member of the Georgia Society of Oral Surgeons and a Fellow of the American Association of Oral and Maxillofacial Surgeons.

DR. JOYCE JEFFRIES
Dr. Joyce Jeffries is a private practice oral and maxillofacial surgeon in Albuquerque, New Mexico at Cottonwood Oral & Maxillofacial Surgery. She is committed to advancing excellence within the specialty through leadership, collaboration, and service. As Secretary of NSOMS, Dr. Jeffries supports the organization’s mission to strengthen professional advocacy, economic sustainability, and mentorship for its members. She looks forward to contributing to the continued growth and strategic development of the society.
